NSSDEO, Brgy. Burabud, Laoang, Northern Samar – A civil engineer and lawyer, Arthur Eric Lao Sabong, of the Department of Public Works and Highways Northern Samar Second District Engineering Office (DPWH-NSSDEO) rose from the position of Assistant District Engineer to Officer-In-Charge (OIC) District Engineer, by virtue of Special Order 176, series of 2024, after Engineer Charlito S. Carlobos reached his compulsory retirement age.
Under and by virtue of the said Special Order signed by Secretary Manuel M. Bonoan on September 5, 2024, Atty. Sabong has been designated as OIC-District Engineer of NSSDEO, to perform the duties and responsibilities appurtenant to the position of District Engineer.
DE Sabong joined the Department with a position of Engineer I on July 18, 2011, then promoted to Engineer II on July 18, 2012, and held the position for almost 8 years. On February 20, 2020, he was promoted as Engineer III and became the Chief of the Planning and Design Section for almost 2 years. While on January 6, 2022, he was designated as Officer-in-Charge (OIC), Assistant District Engineer by virtue of Special Order 08, series of 2022. Then eventually he was appointed as full-fledged Assistant District Engineer on December 29, 2023.
The aspirations held by the former District Engineer will be continued through the new administration of the new pillars of NSSDEO, which signifies breakthrough projects and continued development of the Second District of Northern Samar.
