DPWH completes off-carriageway, installs 56 solar lights in Laoang

NSSDEO, Brgy. Burabud, Laoang, Northern Samar – Off-carriageway improvement in Barangay Burabud, Laoang, Northern Samar, has reached its 100 percent completion, implemented by the Department of Public Works and Highways Northern Samar Second District Engineering Office (DPWH-NSSDEO), providing better, wider, and illuminated road access to the travelling public along the national highway.

District Engineer Charlito S. Carlobos said that the improvement of the K0782+(-035.80) – K0783+573.80 section of the Catarman to Laoang Road has a budget appropriation of P30 Million funded under General Appropriation Acts (GAA) of 2024.

This project entails the concreting of 3,227.20 meters roadway and widening of 49 meters roadway, both sides. It also includes 56 solar LED street lights that will be installed to enhance visibility and safety along the route. Construction activities began in February 5, 2024, with a target completion date set on August 2, 2024, but as of July 20, 2024, the project was completed ahead of schedule.

The expanded carriageway will also enhance vehicle capacity and provide safe zones for pedestrians, while solar LED street lights were installed to provide adequate lighting and to reduce the occurrence of accidents in the area. Therefore, local traders can transport their goods and farm commodities to nearby public markets anytime of the day.

This road section is a vital arterial road in the Second District of Northern Samar since it directly links by land travel the municipalities of Pambujan and Laoang, which is also a route of the road users from Catarman leading to the Pacific towns.

It is expected to encourage more tourists to visit various scenic spot in Laoang, Las Navas, and Palapag areas which will help tourism and economic growth. Through this project, it will also ensure the safety and comfort of the locals and wayfarers.

Bagong Pilipinas offers renewed hope for better beginnings, says So. Leyte Vice Gov. Mercado

MAASIN CITY-Vice Gov. Rosa Emilia Mercado recognized the Bagong Pilipinas Serbisyo Fair (BPSF) as an opportunity for people to keep high hopes and stand another chance in life for a fresh start.

Together with the provincial government, we are one with President Ferdinand Marcos, Jr. and Speaker Martin Romualdez in giving Filipinos a renewed hope for better beginnings through the Bagong Pilipinas campaign,” she said in her inspirational message on August 2 at the Tomas Oppus Pilot School Gym in Brgy. Mercado compared BPSF to the outreach program initiated by the provincial government called Project MIAN, which stands for Moving Initiatives and Actions Nearer to Southern Leyteños, among other service-oriented definitions.

Both programs aimed to bring government services directly to field locations in municipalities, making them more accessible to the people.

This approach saved time, money, and effort by reducing the need for individuals to visit government offices personally for various transactions or to access public services.

“In fact, in the provincial government, we have already done Project MIAN because we knew that the distribution of programs could be faster if the government went directly to the people. We are an ordinary province but do extraordinary things for our people. You, the people, are our number one priority for service,” she said.

At least 14 national government agencies participated in the BPSF in the province, simultaneously held in other provinces across the region.

The government aims to engage with communities and demonstrate that services are being delivered directly to the people at the national and provincial levels.

DOLE, TESDA, DOH, DTI, PNP, NBI, LTO, PHILHEALTH, GSIS, COMELEC, PSA, SSS, DICT, and PAO are among the agencies that collaborated with the provincial government.
Mercado and Jackie Maceda, the provincial focal person of Tingog Partylist, led the collaboration at the fair.

Eastern Visayas farm sector gets P118.75-M anti-poverty projects

TACLOBAN CITY – The implementation of the PHP118.75 million worth of anti-poverty projects for the agriculture sector in Eastern Visayas is now in full swing, benefiting 125 farmers’ associations, the Department of Agriculture (DA) regional office here reported on Thursday.

As of middle of 2024, the Special Area for Agricultural Development (SAAD) regional program management support office said that out of the P118.75 million allocation this year, a total of PHP88.7 million was obligated in the first half of the year.

At least 34.4 percent of the obligated outlay, or PHP30 million, had been disbursed. Eastern Visayas ranked 5th in overall performance in the mid-year review, according to the DA regional office.

“SAAD Eastern Visayas envisioned farmer groups by the year 2028 to be self-sustaining and successfully operating the enterprises under clustering, thus achieving food security and alleviating them from poverty,” DA-SAAD regional assistant focal person Larry Sultan said in a statement.

This year’s funding carried out 102 livelihood projects, 60 social preparation activities, 44 market-related training, and 54 specialized training for farmers’ groups across the region.
For 2024, SAAD Eastern Visayas, which covers 60 towns from the provinces of Biliran, Leyte, Southern Leyte, Samar, Eastern Samar, and Northern Samar, identified various livelihood packages related to corn, high-value crops, livestock, and poultry.
Sultan said they are committed to fast-track deliveries of production support, ensuring the timely allocation of funds for projects.

Market connections and other market-related training will also be completed by the third quarter of the year in preparation for the establishment of community-based enterprises.
This year’s allocation is higher than the P87.1 million budget last year for the 65 livelihood projects under the SAAD program in Eastern Visayas.

The program focuses on towns belonging to the 5th and 6th income classes, guided by four core components: social preparation, food production and livelihood, marketing assistance and enterprise development, and program management.

The project prioritizes the marginalized rural farming and fishing communities in the country, targeting two essential services that advance not only the welfare of the disadvantaged segment of the population but also the local agricultural development of the rural communities.

Due to surge of dengue fever cases

TACLOBAN CITY – Ormoc City was placed under a state of calamity on Thursday, August 8, due to an outbreak of dengue cases.

Meanwhile, all 19 areas in Southern Leyte have reported cases of the mosquito-borne disease.

Ormoc City recorded 444 dengue cases from January 1 up to August 3, with 19 out of its 85 barangays reporting cases, ranging from eight to 24 per barangay.

The declaration of the state of calamity by the Sangguniang Panlungsod members, held during their special session on Thursday contained under Resolution Number 2024-234, was based on the recommendations both made by the City Health Board, chaired by City Mayor Lucy Torres-Gomez, and the City Disaster Risk Reduction and Management Council issued on August 6 and 7, respectively.

“The City Health Officer, Dr. Sarah Hermoso reported that there are 444 cases of dengue fever from January 1, 2024 to August 3,2024 and this number is 225% higher compared to the same period (last year),” part of the resolution said.

Hermoso said that about 20 percent of Ormoc’s population is now affected by dengue, exceeding the epidemic threshold.

Ormoc has more than 230,900 population, based on the Philippine Statistics Authority survey in 2020.

The declaration of a state of calamity will now allow the city government to access its calamity fund to procure needed medicines and supplies to address the surge in dengue cases.

In Southern Leyte, the provincial epidemiology and surveillance unit reported that the capital city of Maasin, along with all 18 municipalities, have confirmed dengue cases from January 1 to July 27.

The province has recorded 785 dengue cases during this period, though no fatalities have been reported. Maasin City posted the highest number of cases with 346, followed by the town of Macrohon with 205.

Jelyn Malibago, the regional information officer of the Department of Health (DOH), stated that while all areas in Southern Leyte have reported dengue cases, there has been no declared outbreak.

“In the case of Southern Leyte, there is no declared outbreak, but two areas, Maasin City and Macrohon, are under investigation and consistent monitoring,” she said.
Most of the victims in Southern Leyte were children aged 5 to 14 years.

With the increasing number of dengue cases in the region, the DOH has renewed its call for communities to implement the 5S strategy against the disease: search and destroy mosquito breeding sites, seek consultation, self-protect, support fogging activities, and sustain hydration.

Dengue is a viral illness transmitted through the bite of a mosquito infected with the dengue virus, which can be fatal if not treated early.

Symptoms include sudden high fever, skin rash, severe headaches, nose and mouth bleeding, and severe joint pain.

In the entire Eastern Visayas region, there have been 5,730 dengue cases reported over the past seven months, a significant increase from last year’s 2,273 cases.

The DOH has also reported 13 deaths during this period, up from seven deaths in 2023. The fatalities were recorded in Samar (8), Leyte (2), Eastern Samar (2), and Northern Samar (1).

By province, the breakdown of cases is as follows: Leyte with 2,408 cases (including 260 in Tacloban City); Samar with 1,626; Southern Leyte with 785; Eastern Samar with 542; Northern Samar with 283; and Biliran with 86.

TACLOBAN CITY — Election season is heating up in Eastern Samar as Governor Ben Evardone and Rep. Marcelino Libanan of the 4Ps party-list group seem ready to join forces for next year’s elections.

On Wednesday, August 7, Evardone and Libanan, who previously served as Eastern Samar’s lone congressional representative, met with House Speaker Martin Romualdez, who represents Leyte’s first district.

During the visit, they presented Romualdez with a resolution signed and endorsed by board members, mayors, and barangay officials from the province, advocating for the Evardone-Libanan partnership.

Evardone, who recently aligned himself with President Marcos’s Partido Federal ng Pilipinas, is campaigning for his third and final term as governor.

Meanwhile, Libanan plans to run for the province’s lone congressional seat in the 2025 elections.

Should this political alliance come to fruition, it could disrupt Evardone’s current alliance with Abunda, a member of the Lakas-CMD party led by Romualdez.

“We are deeply honored and humbled by the support we’ve received. Governor Evardone and I are committed to working together to enhance living standards, social conditions, and economic opportunities for the people of Eastern Samar,” Libanan said.

Evardone has yet to officially comment on this potential alliance with Libanan, who served as the province’s congressman from 1998 to 2007.

Bong Go visits Samar meets BHWs, daycare workers and nutrition scholars

Part of community health initiatives promotion

SAN JORGE, Samar– Senator Christopher “Bong” Go has once again reminded Filipinos to strengthen bayanihan efforts in their communities and prioritize their health and well-being amid challenging times.

On Saturday, August 3, Go visited San Jorge as part of the province’s week-long festivities in anticipation of its Araw ng Samar celebration.

During his visit, Go joined a gathering of community health frontliners to promote the importance of access to healthcare especially for disadvantaged sectors in the grass roots.

Gathered at the San Jorge Municipal Covered Court, Go partnered with the provincial government to provide much-needed support to healthcare frontliners.
In his speech, the senator reiterated the importance of working together for the betterment of their communities.

“Ang importante po dito ay magtulungan lang po tayo at magmalasakit. Huwag tayong mawalan ng pag-asa dahil andito lang ang gobyerno palaging magseserbisyo at magmamalasakit sa inyo. Hindi namin kayo pababayaan,” reaffirmed Go.

“Pakiusap ko sa mga local officials, huwag ninyong pabayaan ang mga kababayan natin diyan, lalung-lalo na ‘yung mga mahihirap, dahil kayo lang ang matatakbuhan nila,” he continued.

Go and his Malasakit Team distributed grocery packs, shirts, basketballs, volleyballs, vitamins, and snacks to 1,000 individuals, composed of Barangay Health Workers (BHW), daycare workers, and Barangay Nutrition Scholars (BNS). The senator also gave away bicycles, shoes, mobile phones, and watches to select beneficiaries.

Meanwhile, through the collective efforts of Senator Go in partnership with fellow Senator Robin Padilla and the local government led by Governor Sharee Ann Tan, Congressmen Stephen James “Jimboy” T. Tan and Reynolds Michael Tan, Vice Governor Arnold Tan, Mayor Leoncio De Guia, and Vice Mayor Jay G. Bisnar, among others, financial assistance was given to each beneficiary.

Go’s advocacy also extends to the indispensable role of community health frontliners who act as the first point of contact for healthcare in their communities. To ensure fair compensation and benefits for these frontliners, he introduced Senate Bill No. 427, also known as the Barangay Health Workers Compensation.

The proposed law aims to improve compensation benefits for BHWs if enacted into law and recognizes their invaluable contributions in delivering primary healthcare services, raising health awareness, and safeguarding the well-being of the community.

It aligns with President Ferdinand Marcos, Jr.’s call to prioritize the welfare of BHWs, especially given their significant contributions during the nation’s fight against the COVID-19 pandemic. (PR)
