ORMOC CITY– A 21-year-old student, listed as Rank No. 9 on the provincial most wanted list, was arrested by authorities in Barangay Smo. Rosario, Naval, Biliran, on Wednesday, March 19, at around 8:50 am.

The suspect, identified only as alias “Rayray”, a resident of Barangay Anislagan, was apprehended in a joint operation conducted by the warrant section of the local police, the Provincial Intelligence Unit of the Biliran Police Provincial Office, and the Provincial Intelligence Division Monitoring Unit (PIDMU).

The arrest was made by virtue of a warrant of arrest issued on March 18, 2025, by Judge Luz Navarrete of the Regional Trial Court (RTC) Branch 16, 8th Judicial Region, Naval, Biliran.

The suspect is facing charges of rape by sexual assault and four counts of lascivious conduct.

The court recommended a bail of P10,000 for the rape by sexual assault charge and P40,000 for each of the four counts of lascivious conduct.

Authorities informed the accused of the nature of his arrest and his constitutional rights under the Miranda Doctrine in a language he understood.

He was then taken to the Naval Municipal Police Station for booking and proper disposition before being turned over to the issuing court.
